if you have space, I know you can use FRAPS and lock your recording FPS to 24 and lock your framerate to your recording FPS.

You can use RadeonPro (yes, even on NVIDIA cards).

Its a great tool that enables you to lock your framerate to any desired value, use SweetFX, change some configurations in an easy-to-use way, etc.

In all seriousness though, it all depends on the game.

I know for a fact i enjoyed State of Decay @ 23-27 Fps alot more than i enjoy it now @ over 60 with my 780ti.

It just felt more "cinematic" i guess like he said.

Though i would never play a first person shooter under 30 fps unless it was single player.

The most accurate and precisely timed fps capper is rivatuner statistics server, better than dxtory and better than capping at driver level with nvidia card (which was pretty broken, last time I looked).

Try running in custom 48hz mode (on 60hz monitor, which I assume you have) with half refresh vsync forced from driver level, then cap at 24 fps with RSS as well.

Go into the Windows control panel and set your display resolution refresh rate to 24 Hz.
