Maybe when its on sale for cheap. Depends what its like.

If its loaded with DLC that has been hacked off from the main game I'll buy it in a year or so when its $15 or so with all DLC.

If its like Mass effect 2 and 3 where it pulls its RPG elements and goes for more Dudebro gameplay. Not going to touch it ever.

If by "dope," you mean "stupid," then yeah. I bought DAO specifically for PC because I wanted the Infinity Engine experience. Instead I got a camera that was locked to a small range from the party, party member AI that made them forget their commands and follow the camera's view zone around, and other annoyances I'm forgetting (it has been a long time).

DAO wasn't a PC game, it was a multi-platform game.

Sounds like that will never happen, just like ME3.
EA/Bioware really irritates me with the non stop day one on disc DLC. Enough so that I probably won't buy their games anymore.

Unfortunately all my save files for both DA:O and DA2 are on the xbox 360 :'( so I can't get it on another console cus I plan to have my save file carried over to this one as well. Sucks I can't have my save file imported so I can get DA:I on another console.

I will wait until reviews come out to clarify whether the game is more rushed pap like DA2 was, or an actual decent game. That will determine whether I choose to purchase it or not.

If I do decide to purchase it, I will then wait approximately a year until the full game has been released and includes everything for the actual value, rather than selling me part of the game at $60 and the rest of it in chunks at additional cost.
