Fan speed of PNY GTX 780 out of control

No matter what fan speed percentage I set it to, it it blows at full speed. Even during idle.

I've tried rolling back drivers and the issue still doesn't fix itself. It started happening about a week ago.

The clock rate also ups itself from idle while it does this too. Ive even had it go out of control during while starting up and in the bios screen which leads me to believe this might be a firmware issue. But I don't see anyone with any similar issues when googling it and the model of my card.

Try setting the fan speed with a third party controller like MSI Afterburner.

I tried that but it doesn't do anything.

Also, does anyone know how to change the fan speed using Nvidias control panel? I cant seem to find it

I'd RMA if possible. Also, check the fan connector to the PCB. It might be loose.
