To add to this, if you buy the bottom tier now and you want the games added next week, you'll have to beat the average at the time you bought to get the BTA games later on. So if for example you bought a bundle and the BTA was $10, and next week when they added games it was only $3, you'll still have to beat $10.

Correct, although FWIW, the average doesn't usually change too drastically after the first hour or so.
I think this used to be true before humble bundle started adding an upper tier for certain games, but now the average seems to slowly rise over time as more people spring for the upper tier and drive the price up. In the past there was no reason to pay more unless you wanted to be generous.
for example, the average was under $5 at first, and now is over $6.
