That's true. Just look at Assassin Creed 3. Very obvious it was developed by multiple teams that weren't in communication with each other.

They at least made an edit:

EDIT: We can officially say that we're aiming for 60FPS on PC at launch. Our Beta build is still more performant at 30FPS, but you can expect to play at 60FPS on PC when the game is launched.

Happened with Watch Dogs too. I remember them putting "1080p, 60fps" on Playstation's site when promoting that game for PS4.

Changed it to "900p/30" a few hours later.

No, other way around.

Arcade racers are more forgiving. Bouncing off a wall is barely an issue, hitting another car causes no effects. You can't total your car by accidentally bumping into another opponent.. Arcade racers are designed with horrible controls in mind. They are designed for gamepads.
