Do you make up conversations for/between characters in games as you play?
No not really, however I did/do like to imagine a back-story for all my characters. I tend to only do that in MMO's though, and don't do it nearly as much anymore. That probably stems from the fact that I just don't play MMO's in general nearly as much anymore.
Usually only for silent protagonists like Isaac Clarke (DS1 only) or especially in RPGs like Persona's Minato Arisato/Yu Narukami. They actually throw up empty speech bubbles and give a '>You explained the situation to X' prompt for the Persona characters so I can only assume that was their intent. If the characters are already scripted then not at all.
If there's no character interaction at all (ie heroes of light from Final Fantasy) I might come up with a barebones backstory for the one I chose to be the party leader but that's about it.
I always at least lightly RP my characters in MMOs, even if I'm not on an RP server.

Lol I made a great backstory for my Female DK Blood Elf.
Before becoming a death knight he was a valiant paladin. Defender or the blood elves. After he was slaughtered by the lich kings forces he was reincarnated by the lich king as a female death knight through dark magickz. But he forgot to change the bottom parts, because lolArthas. So every time people hit on my avatar I'd tell them I'm actually a transexual blood elf death knight.
The reaction was always priceless.

I'll make up story for some sandbox games, like Europa Universalis IV or Terraria.
It's kinda fun to imagine what the "modern" version of my EU4 worlds would be like. For example, conquer all of Asia as the Timurids, would the modern version of that world simply refer to the continent as "Timuria"? Or if I'm playing England and I conquer the Middle East instead of India, what would that world be like?
If there is already a story in the game, though, I'll leave it to the game to tell me it, instead of writing my own in my head.

Veronica: "Well, it's really snug. I don't think power armour is supposed to fit this tightly."
Veronica: "I don't think I've been able to move this well in power armour though. So, how do I look?"
Veronica: "Uhhh, Courier, why have you changed into some kind of uniform? You could pass as NCR if it wasn't so regal looking..."
*Courier pulls out sword.*
Courier: "FOR THE EMPEROR!"
For the record, Veronica still wears SoB armour to this day, not only is it intimidating, it's very functional.
And yes, I imagine conversations between companions all the time.

Usually for any character I'm playing directly or that I named/designed based on myself even if it's the type of game where you don't have a main PC. (like XCOM)

It depends. For a multiplayer shooter or a fighting game, the thought doesn't cross my mind at all. Though I do think about what a leader of an army would be thinking and telling his troops in strategy games, I wonder what the main character of a single-player shooter is thinking about, and I definitely think about what the characters in RPGs are thinking about each other. It amazes me that video games have come so far that you can actually pick up on the emotions of characters and ponder what they'd be thinking, just like a character in a movie/book/TV show.
