There's an "End" file on some of my drives

I've tried to google what or where I got this file from but I'm not getting any results. When I open the file in notepad, it's a complete blank. Nothing in there. Some sites I checked had something written on their 'end' file but mine didn't have anything. It's completely blank.

I have also only recently did a clean re-install of windows and wiped my biggest hdd.

I just deleted my whole C drive and everything is working great again (probably even better than before). Thanks for the advice!
