I thought GTX 780 outputted in 4k?

Technically any modern card can.

But just running in 4K means f*** all.

It does.

Video cards don't really have a max resolution anymore.
Back when video RAM was only used for frame buffers, max resolution was based on available video memory. But that's not the case anymore and every video card in production now and for the last 15 years has had enough memory to output in 4k.

I bet you can force any resolution you want to. There isn't really a limit in that sense.

The limit comes from the performance of the card.

Does what max out?

I am not sure if displayport has a max resolution based on available bandwidth. But probably whatever that value is will be the max for that video card.

Pretty sure you need a DIsplayPort connection, you can't use DVI

You can use DVI-D, but no displays are rated to take 60hz DVI-D, nor are any videocards.
