Move-wise : Rapidash = Ninetales without Confuse Ray Ninetales = Rapidash without Bounce it means Bounce vs Confuse Ray now. Confuse Ray = 100% accuracy confusing move Bounce = 30% paralyzing move with 70 power and 80% accuracy, but it takes 1 turn to charging.
Evolution-wise : Vulpix evolved using Fire Stone. So, you can evolve it on lv29 when it learns Flamethrower. Ponyta evolved at lv42.
Pokedex-wise : No wild Ninetales, but there are wild Rapidash.
