can we not keep weapons from the tutorial stage?

i replayed that level twice, ending the level with the rifle case holstered with the rifle inside and the shotgun on the other hand, the smg,DEagle,and pistol consealed, the second run i put all the weapon s in the ICA box then ended the level.

i went to the hideout and didnt find any of those weapons there, can i not keep the weapons from that stage?
