I think that's what they were going for. Halo is one of the very few games that managed to capture slow-paced methodical movement and planning of tactical shooters with crazy weapons usually only found in fast paced, twitch based reflex games.
They probably thought they could ride on Halo's gameplay and they might have been able to if the game was more than simply average. Then again, the MASSIVE amount of hype behind this game made most people think it was worse than it actually was.
