There's no editor, just use console commands. player.setav lets you change almost all the stats, showracemenu to change the race, showbirthsignmenu for birthsigns, and player.addspell and player.removespell to change magical effects.
For the show___menu, don't click on "done", save while still in the menu and load. --- "Let people enjoy what they want." -"Why would I do that when I could complain?"

You can use the console in Bethesda games to edit character variables.

I'm aware of the issues with the "showracemenu" command, but I don't think stat resets apply to the "showbirthsignmenu" command. I've used it numerous times and haven't noticed any alterations in stats (aside from the stats directly affected by birth sign's attribute bonuses).
Can someone else confirm this?
