Does anyone play this without millisecond lag on cell loading?

I have a great computer. Still having trouble. If more than 5 big trees and an object load in a cell it lags for a second. Like my character gets moved forward a foot more than normal during movement when it loads a cell.

Things I've done:

Stutter remover
50 diff vsync combinations through diff ways
Windowed mode
Multicore ini tweaks
Multicore affinity tweaks
Cell buffer increases

Nothing works. And this time I want to fix it so ill be bumping this topic every other day for a year until I get a satisfying answer. I won't settle for "the engine is old" answers either because I've seen many people that run it absolutely perfectly maxed out with builds like mine. Some only had to use stutter remover, ya.. that doesn't work for me.

I5-3470 @ 3.2, 3.6 GHz
Sapphire 3gb 7950 925/1150 clock
8gb ram 1600mhz
