was he really intended to be localized that way by the dev team, or is this another case of dumb localization because of his hair. --- it's simple. just be nice.

Jamaican is better than a stupid southern accent. Cause generally for some stupid reason a southern accent is generally given to those with Kansai dialects, it really gets on my nerves, well the really bad ones do at any rate. --- My blade is wielded for the benefit of me and me alone! yeah the kansai thing is annoying, abenobashi's dub comes to mind, not that i'd suffer through that. it was just irritating figuring they gave cielo the jamaican thing because of his unique hair, something i doubt the character designer intended. --- it's simple. just be nice.
