does it work only to equipper or entire party?

If 2nd, does it stack?

entire party, but i think i does not stack because it will be abused.

Leader skills are in effect as long as the designated leader, anyone with a ribbon, hasn't been destroyed. If the leader's taken out, the effects are negated. The skills stack, but they're hardly abusable. The effects are so minimal by itself and you need specialists to get certain leader skills. You'd need to fill up all 4 free slots for said leader skills to have any noticeable effect.
