Why is my framerate horrible?

My framerate (fps) while playing this game is horrible. On some maps it's good and on others it is bad. I tried putting the quality on max and minimum. It used to run good like a year ago on the same computer, but now idk what happened.
I'm using an HP a6230n, Windows Vista Home Premium
Processor: AMD Athlon9tm0 64 X2 Dual Core Processor 5600+ 2.80GHz
Ram: 2942 MB
System type: 32-bit Operating System

It runs other games fine such as DFO and WoW and Sims 2. Is there a secret to getting my FPS to be higher, because this is unbearable, I'm trying to get back into the game, but ugh. And my internet connection is very good btw. Help is appreciated thanks.

Try cleaning out the dust inside it.

Are you sure it's a consistent frame rate issue, or just an occasionally dropped frame? If it's a consistent frame rate issue, I'm sorry, something has happened to your computer. It's processing too much, and can't run the game quite up to speed. If it's an occasionally dropped frame, well, that happens to a great many people who play this. I don't think there's actually a solution to that.
Guys, I didn't hit 100% of the notes, why am I not getting 100%?

o___o A 2.8 GhZ processor should have no problem running this.
Mine is like 2.0 or 2.1 and I only get framerate lag in FM1.

I have random drops in speed, which can be small to very bad leading to DC. It usually seems to be my connection decides to switch between 270 MBPS and 13.5 >_____>

^ This. I had issues with lag before. Opened up my computer, cleaned it out and it works fine again.
