The same topic was made not too long ago. I'm pretty sure the mundane ring is the most expensive item in vanilla Oblivion, and the Raiment of the Crimson Scar is the most expensive if you include DLC.

The ring is 21,600 and the raiment is 24,512. You can't sell them for those prices though, if that's what you're thinking. The richest merchant has 3K, and that's with DLC and being a master of Mercantile.

There were items in Morrowind that were worth well over 100,000 yet the most any merchant had to barter with was 10,000; though there were ways to get full value for you items.
