I've installed all 3.4 GBs of Disc 2 and still whenever I try playing the Campaign I get "Player failed to load downloadable content..."

The hell?

Dude you need a Xbox 720 to play it, this is the 360 board try asking there.

The second disc only contains the multiplayer info. It's not needed to play the campaign.

I'd suggest deleting all Halo 4 stuff, or at least any little redeemable codes you might have put in, from your hard drive and try playing again.

You don't install the 2nd disc from the dashboard. You load it like a normal game and it automatically installs.

It seems there are other people that are having problems similar to you where they can't play through the campaign.

I actually installed the second disk by putting it in and starting it up like a game from the dash. once it was installed it prompted me to switch discs. Then it worked fine.

I would try deleting all halo 4 data aside from your game saves then clear your system cache and try installing again.
