It already exists. Evochron Mercenary is a 1:1 sandbox game. Except in space. Even the space is 1:1

Space is really really big, yo.

edit: by even the space is 1:1, I mean there are planets you can visit, those planets are 1:1, and so is the space around them.

How much detail are we talking about here? Are we talking the entirety of Yellowstone will be pinpoint accurate to the rock or something?

In that case, it wouldn't be an issue where the technology was the issue, it would be that the game would just take 40 years to create with an army of programmers.

the volume occupied by 100+billion stars and planets is peanuts compared to the volume occupied by everything else (which is nothing).

The vast majority of space is empty, even within a galaxy stars are still many light years apart. And to go from one end of the galaxy would take thousands of years at the speed of light, years in between stars, and there might be no planets orbiting a star.
