Just curious, some people say they can clearly tell the difference whereas others say they can't tell the difference.

I don't get how people can't tell the difference. When I play Call of Duty and Halo it's pretty obvious that COD has the higher framerate.

How can you not tell the difference?

One is buttery smooth the other feels a little slow and sluggish

It's a huge difference and it's a big reason why I get the PC version of games when I'm able to. Certain games handle 30fps fine, don't get me wrong. But those same games would be better at 60fps. In fact, I can no longer play racing games at 30fps. It doesn't feel right.

Yes, it's quite a difference for snobs. Should have been the first choice.
It's not just a rumor, I heard it on Gamefaqs.

I can notice it if I switch between them in succession, but otherwise not really. And even when I can, I just don't care. Solid 30fps+more visual stuff happening > 60fps.
The writing was on the wall with Bioware the minute you could completely void all of your decisions with one choice in KOTOR.

I guess it's bliss to have poor vision.

The slower framerate changes the controls, especially in racing games.

Forza 4 at 30fps makes the cars feel like they've got tires coated with peanutbutter, but at 60fps it's much more controllable.
