I am going to add to my initial list and say Too Human 2 and 3. The story was never finished and neither were the games. This is going way back, to the N64, but there was a game called Shadowgate Rising that I was really looking forward to. They even had a comic for it online. Wish they would have continued with it and released it on the Gamecube.

TORN. It was going to be Black Isle's first game set in their own world, and it was sounding really cool, but Black Isle started having troubles then, and TORN being cancelled ended up being the smallest of their issues.
