Microsoft has their roster to use:
Roman from Armed & Dangerous
Abe from Oddworld
Chops from Mad Dash Racing
Raz from Psychonauts
One of the characters from Quantam Redshift
One of the characters from Fusion Frenzy
One of the characters from Whacked!
Ryu Hayabusa (he started in Nitendo but he rose to infamy on the Xbox)
One of the characters from Jet Grind Radio/Jet Set Radio Future
The Marine from Doom 3
Jack Slate from Dead to Rights

I'm sure theres more to add. This would a rated M game. Why? Because in DLC they would add Conker.
