New Xbox Live account transfer games question

Here there, new here, I was thinking about making a new xbox live account on the xbox instead of using my brothers xbox live account. I bought some dlc on my brothers account, and was wondering if it would still be able to be accessed on the xbox (same xbox, two accounts).

As long as you are using the original console it was downloaded to, yes.

Otherwise, you would need to have your brother's account connected to Live on the console you are using, or have him do a license transfer, something he may or may not be willing to do.
