Probably the Halo series. Also the F.E.A.R. games.
A lot of games don't even have AI, they just run scripts. When you enter some invisible box this guy spawns at A, shouts, runs to B, etc. It's why some times if you speed through a level or take a non-obvious route if it exists, you'll see some enemies run right past you until they hit their destination. --- My mad face and my happy face are the same.

I'd like to say Dark Souls, some enemies will work together to take you down.

Max Payne 3 has good AI, don't know if I can say what is best though, apparently Halo's AI is nice. --- Good deeds should be done not for compensation or to please an invisible deity, they should just simply be done. People who agree: 847

XCOM had some great AI at times. Halo has always had great AI. Max Payne 3 had great AI. Vanquish had some great aggressive AI. Witcher 2 has some tough AI that will gang up in a moments notice. --- I suppose you could never explain to the most ingenious mollusk that such a creature as a whale existed-Emerson
