The implication is that Noire is flawed, Rockstar had a big influence on Noire, therefore Rockstar is flawed. That is what may be relevant for GTAV.

Again, L.A Noire had very little Rockstar written on it. And the most important factor to point out for it not being a Rockstar Game in the first place is that L.A. Noire didn't even run on Rockstar's respected RAGE engine and NaturalMotion's Euphoria engine.

What im saying is gameplay wise, it doesn't even feel like a Rockstar game compared to GTA, RDR, and MP3.

An engine enables a game, it doesn't define it. If people think R* were paying that much for that long, for a game that was years late, and weren't heavily involved in its decision making, they are dreaming. Before you label the following mere rumor, consider it to be common sense. Nobody writes a blank check for one of the most expensive games ever made at a new studio on the other side of the world, without paying very close attention.

Still, I find it they weren't in FULL control of the project. And many don't consider L.A. Noire a bad game. It just lacked the gameplay compared to previous Rockstar TPS games. Especially the ones that UTILIZE their physics and animation engines.
