Well, just like the PS3, if the developer doesn't want their game to fully install to the HDD then it won't. If a developer wants to on the PS3 I'm sure they could make the game do a full install.

Really, complaining about the lack of a full install to the HDD seems kinda nitpicky. The wear and tear on the disc drive is not overly significant. There are other parts that are more likely to break first on both the 360 and PS3 than the disc drive.
The commercial says that Church isn't for perfect people, I guess that's why I'm an Atheist.

Shouldnt it be the end user's choice not the dev?

The drive is constantly spinning during a game, there will be wear and tear and its expecially bad if the media becomes unreadable.

There is countless reports on the net from people who cant play games due to bad media.
