Why does Microsoft allow people to download DLC for games they don't have?

Especially for all those free add-ons and DLC for many popular Xbox 360 games on the marketplace, like multiplayer map packs, compatibility updates, and other content.

Shouldn't people be required to own the game first before they are allowed to download all that free DLC and stuff?

It's not fair to those people who bought the game when it first came out and supported the developers/publishers.

Nintendo doesn't let players do that with the Wii U and 3DS. I sure hope Microsoft fixes this problem with the Next Xbox.

Is this really a complaint?

Sounds like someone bought DLC for a game they don't have on accident...

They can download the DLC but they can't play it without the original game...that's just stupid.

I've done it a couple of times when the DLC was a Deal of the Week. Like for the Saints Row 2 DLC. I have the game now, but I didn't when it was on sale.
Why do people... betray one another? They might as well... all just die instead.

I was ready to kill myself, then I realized gamefaqs typical waste of space was the TC.

You know, I like Solnot. Because every time I go through a bad time, like family deaths, getting fired etc. I can look back and say, "Well, at least I'm not Solnot."

To get it in their download history for free, then they buy the game later and have free DLC.
