If you have a system from one region but live in another then yes. I have a US system but live in the UK. Everything on Xbox Live is like I am still in the states.

Nope. The only way to do that is to use a proxy. Both of my 360s, both of my accounts... USA connection. It's why Games on Demand are not downloadable even on my JP account while on my JP console.
