Are all Games on Demand region-locked?

The console is PAL
The game is US and the physical version of the game is region-free but I downloaded it from Games on Demands on the US Marketplace.


Yeah, your account's region is U.S., your console's region is PAL, you have to migrate the account to your region

Yes because you bought it off of a different marketplace.

Migrate to what country US or EU? I'm not living in a supported country by Live right now but I could download Fable from EU marketplace.
