There are two licenses created for downloaded content (including downloaded games themselves). One is tied to the gamertag, and the other to the system.

If the gamertag that downloaded the content is signed in on any console, it can download and/or play the game.

Any gamertag can play the game on or offline on the system that has the license.

If you want to play the game on two systems at once, you need to have the gamertag that downloaded playing on one system, and other players on the system with the license.

I think you're thinking of the digital owners playing their games on different consoles. He's asking about roommates playing their friends digital games.

Hey, all I know is I got a friend that comes over and plays Walking Dead on my console even when I'm not signed in and she has her profile on a memory stick.
