I'd recommend Pro Evolution Soccer over FIFA since it has more depth in the long run.
Also mods are supported for the PS3 as well to update leagues and players.

It depends which games he wants. For Virtua Tennis I'd recommend sticking to 3 (not 2009 ).

Top Spin is another issue which I abstain since it is even more tiresome than watching real tennis.

FIFA 11 if you like soccer (coming from a huge ProEvo fan, they have yet to step up this gen)

NBA 2k11 is probably the best sports game period (as evidence by nominations for GotY from some publications)

MLB 11 is your best bet for baseball

I'm from Europe, so I'm not really into american sports games (NBA, NFL, Baseball, NHL), but for football I'll say PES over FIFA. It's all about personal preference, imo, becaue these games are so close in their 2011 editions.
If you're into sports managing/coaching, get football manager. It's the best sport game series EVER and 100x more fun than any other sports game (or game in general) for me.
