Yes, but if you wanted the game that bad to begin with you'd probably buy it new anyway. Besides who knows, maybe somewhere down the line they'll unlock the content anyway, and even if they don't so what, not all devs will be dumb enough to make it content that you really do need or want to play. I know its the principle of the whole thing, but its not some great injustice.

Rage just has some sewer levels locked off that they admitted that most players who bought it new probably wouldn't notice anyway. When that happens this won't be an issue.
Weirdly enough, this would be an acceptable solution to me. Locked content on disc, or restricting access to other single player content, isn't.
