I just feel that if you put people into your game, you should let them be shot. Otherwise if it matters so much, why include them to begin with? Limiting certain aspects of gameplay only serves to be controlling.

That being said, i wouldn't get very worked up over this in Battlefields case, as if they allowed innocents to be shot you'd most likely be thrown to the game over screen, which only makes things frustrating (if you shot one by accident).

So in a game like Fallout 3, either let the NPCs feel the pain or don't include them. In Military-themed shooters, i guess there isn't any reason to bother with it.
