Expansion packs add to games. Color/Costume/Character/Skin/Weapon/Horse Armor DLC is the kind of crap that doesn't need to exist.

Depends on the game. Mass Effect, Fallout, RDR as examples had great DLC.

the ME2 accessory stuff and the Castlevania Reverie dlc are probably the worst things i've bought from the store. regret them much

it depends on what it is..some cases it only adds a costume and in others it adds a lot of content, so it all depends. way to broad of a question
