A system where you get priority in matchmaking the longer you go without quitting, kind of like how in PSABR you get bonus XP (Which I think is a flawed system because eventually you won't need XP anymore) that wears off over time.
That way if you just get DCed often on some bad day it's not too bad of an illegitmate punishment and it wears off over time so it's not permanent.
ND implemented a type of punishment system for Uncharted 2's online MP. If you disconnected mid-match a certain number of times, you'd lose a large amount of in-game currency (used for buying upgrades). Unfortunately, this system could not distinguish between legitimate internet connection loss and rage quitters, but it as a good attempt at deterring the problem.
