I dont remember kids running around in Fallout except for the flashback scenes and mission based scenarios where they weren't punchable I think (cant remember exactly)....

Not far in Skyrim (PC) and with Fallout 3 only up to that kid I was talking about that asks you to help him.

But can you kill the kids in those games?

Mods only but there are many major quest givers in Skyrim and Fallout 3.
