But how come that's the only instance of the text trying to emphasis something? Not to mention it was taken out of WOTL.

It's because the original FFT had some translation issues, and most likely in the Japanese version of the game the text was changed, or slowed down for emphasis.

It just didn't translate well in english

Never gave it that much thought but, i thought the person speaking was just spelling out "little money" instead of saying the words.

It did, but that doesn't mean it wasn't intentional.

By the way, for future reference, it's spelled "awkward".
Saying something has "Charm" is just a cute way of saying it's lighthearted and kiddy.
