Money grubbing cash cow stuff. The PS2 classic version of SA is $15 apparently, all the others are 10. It's just a sarcasm thing.

If you knew anything about the store or even cared you'd know that PS1 classics were $5.99 then SE jumped in and started releasing $9.99 games.

SA is commonly regarded as the best GTA ever. High demand means they can get away with charging a higher price.

I was considering having it on my PS3 when I heard the announcement last week, but for $15 I'll stick with the Steam version I paid ~$3.75 for. Vice City is the game I'm more concerned with since it's not available on Steam and my PS2 is long defunct.
