Best Free-Roam game?

Just looking to get a good free-roam/sandbox style game. I've already played Red Dead (and found it kinda boring, actually). I've been thinking about Saints Row 3 - The Full Pakcage. I've tried Sleeping Dogs and liked it, just thought I'd wait for the complete edition of that, as well, should it come out.

Any suggestions?
