perfect roster size would be 25 initially (20 old, 5 new). Tekken is almost unplayable for newcomers because you're thrown into a game where every character has 100+ moves - good luck learning 55+ matchups right away with that, against people that play the game for 16 years (and tekken didn't changed drastically from 3 onwards). The key for a new fighter is a slick and diverse roster imo.
From there, every year a balance update (for free) and 4 new fighters and a stage (for a price), so we land around 37 characters (like in sf4) after 3 years. afterwards only balance updates yearly.
One of 3: Resident Evil 7, Street Fighter 5, or Final Fight 4.

Everything you said about Tekken is so wrong. Where do I start?
1) The "overwhelming" roster of Tekken is always exaggerated. Yes, there are an insane number of match-ups, but why would that put off any new players? Someone new shouldn't be aiming to learn match-ups for a long time. Tekken at a casual level is actually really easy to pick up 'n' play. And why would someone who's new play against someone who's been playing the game for 16 years? The difference in experience would be against the newcomer and be completely one-sided no matter how brain-dead or complex the game is.
2) Tekken didn't change much from 3 onwards? Are you being serious? Tekken 4 is absolutely nothing like Tekken 3. So many new mechanics were introduced. Also ,Tekken 6's bound mechanic completely changed the core of the game. So many new things became a factor and all characters became deadly from the juggle potential that bounds opened up.
What your asking for is unreasonable. The team behind SF have to move on to other projects at some point. You can't keep expecting them to come back to an old game to keep adding new content. They have to stop at some point and focus on future projects. Also, how would you get 20+ characters from a SF1 remake without changing the canon? There weren't that many people in the tournament and if you're going to dismiss canon then there's no point in even going back to the original SF when Capcom can just make a new one instead. The only other reason to go back would be to see forgotten characters like Mike, Joe and Retsu, who could just be included in a new SF game. An SF1 remake would be gimmicky and a waste of Capcom's time.
