Yes it is, despite you not agreeing with it. You gain levels, you spend points on skills that make the skills better, it has a massive focus on story, and skills are what make or break situations in the game, not shooting. It'd be akin to saying any RPG game where you choose a warrior is not an RPG game, because you use weapons and not magic.

There's different types of RPGs, and this is what's known as an RPG-shooter, same as Borderlands.

ME 1 at least is a proper RPG/TPS hybrid.

Yeah, still an RPG-shooter, but more RPG and less shooter. The sequels were more shooter than RPG, but still RPG-shooters.

This is not to be confused with that guy who always grabs the rocket launcher and rides shotgun in your Warthog, mind you. He's an RPG Shooter.
