Hard choice for me but I'm going to go with yes.. Overall if you list every genre and pick which side has the best gameplay for me Japanese games come out on top..

Grand Turismo series best console car sims for gameplay
Beat em up / hack and slash genre- land slide for Japan
Plat-formers again another Japan land slide
RPGs- West seems to focus more on story, and Souls series says hi- another Japan win
Action Adventure- West
Sports- West ( not really fair category as western sports dont exist in Japan )
Stealth- To hard to call, MGS series one of the best ever.. West has Deus Ex series, old school splinter cell, and even old hitmans.. Tie

This is only a few genres wont do them all.. Which side do you think overall has the best gameplay..

Well just to correct one thing, western sports do exist in Japan. Just not any of the biggest leagues. But their sports games are mostly based on animes involving sports.

Yeah, but isn't that the sole purpose of an RPG? Character development and immersible stories?

But in non RPGs the game play is usually top knotch. Look at EDF. Terrible graphics, but probably one of the most fun games you'll ever play.
