No you don't need an actual memory card. You create a virtual memory card in the PS3 XMB.
Under the Game option:
Select "Memory Card Utility" and press 'x'.
Then select "Create New Internal Memory Card" and press 'x'.
Then select "Internal Memory Card (PS)" and press 'x'.
Give the virtual card a name or leave it at the default, highlight the OK button and press 'x'.
Does this method also work for PS2 games?
Yes, though at step 3 you choose "Internal Memory Card (PS2)" instead.
It's best you create at least one virtual card for each, and assign the PS1 card to virtual Slot 1, and the PS2 card to virtual Slot 2.
Note: with the Slim and Super Slim PS3s only the PSN versions of PS2 titles will work.
