Unable to add funds at this time?

I try to add funds and this message comes. Before this it said my credit card info was incorrect but since I changed it this message comes instead. Do I have to wait or will it never work?

I get that whenever I try to use a different credit card. I usually end up having to wait 2 days before it will let me finally use it to add funds. Sucks but try again in 48 hours or just buy a digital code from Amazon. I started just doing that since it's so damn annoying having to wait 2 days.

I'm in Australia. Do those codes work for the Aus PS store?
