Probably E.T. for the Atari 2600. It's actually one of the smartest 2600 game designs. Yes, it lost the company money, but they made 2.5x as many E.T. cartridges as there were 2600 consoles in existence. So of COURSE they were going to wind up with a bunch of wasted cash and waste carts. Bottom line: Anyone who read the manual (which was mandatory in those days) pretty much liked it, and it was sure better than the crappy Raiders game...
E.T. is a bad game, but it is still nowhere near as bad as people say. They literally call it the worst, when I can think of a handful of worse games off the top of my head like Riddle of the Sphinx (2600), SwordQuest: EarthWorld (2600), and Big Rigs: Over The Road Racing (PC).
I think it's got the "Plan 9" syndrome. Lots of people say that's the worst film ever made, but it's actually more like...the film the most famous for being bad in history, than the worst film ever. Sure, it's really, really awful, but there are actually worse out there--just probably people haven't heard of 'em.
So it could very well be the most underrated?
