Why do some games bought in the USA have 2 languages on the cover?

Like enslaved is in 2 languages but it was bought in the US in MASSACHUSETTS. its says NTSC Region 1.

Because there are people in Massachusetts that are actually bilingual .

Most games are made for North America and not just Mass. So some games that are NA will have English, French, and Spanish to cover all the major languages of the continent.

The games are sent to Mexico and Canada as well as the US. That's why some games have multiple languages on the cover. It has nothing to do with being in Massachusetts. If it had to do with which part of the US you're in, then everything sold in Old Orchard Beach during the summer would be in French.
