Okay, if you're not interested in educating yourself:

Quebec, in Canada, is part of Region 1 when it comes to video games and movies. French is their ONLY official language, and they protect it almost as much as, well, the French in France try to preserve their 'French' identities. So some companies try to make things easier on themselves and just have one box design for the region that has both English and French.

As for Mexico and a case for Spanish, economically companies don't see them as a prime market. *shrug*

Fun fact: They end up translating that stuff for Spain, so the only reason they don't bring you translated stuff to Mexico is because of laziness.
