Osamu Tezukas Metrolpolis could work well?

The movie itself is "level" based which offers itself well in a game format as you explore the city scape and varying underworlds, then gameplay would be escort mission based (ala ICO) as you make your attempts to join back with the group.

Story would follow the Detective/Noir theme of the movie.

The artwork and soundtrack should be kept for pure awesomeness!
