How will they actually block used games if people are offline?

Correct me if I'm wrong, but the only way they will be able to tell if a game is used or not is if it has been connected to an online service.
If they make it like games for windows live and not allow you to save unless online, good bye next gen for me.

It won't happen. Don't bother thinking about it.

"While those reports that the PS4 will not run used games are almost certainly hogwash..."

The rumor (and it's just that a rumor) is that when you buy the game you won't be able to play it until you register it online. Then you can fully install it on the PS4 making the disk useless.

Rumors for the next xbox say that it will always have to be online to play.

Again these are just rumors which always come from the same damn "Anonymous Source from within Sony/Microsoft" Usually conflicting older rumors from another "Anonymous Source from within Sony/Microsoft"

I doubt MS would ever require a console to always be online.

The PS4 rumor might be true, but TBH I doubt either company would attempt it. It wouldn't take long before it gets challenged legally and at the very least in the European Union blocking used games sales wouldn't stand up in courts. I don't see it holding up here in the US but It could depend on what judges hear it and who all comes to help fight it.
