So why did Sony just give away millions?

While they didn't technically lose anything, they do lose out on any profit they would have made from people actually spending 10$ of their own money.

This is how business works. First off, it makes consumers like them, and secondly, plenty of people out there will use the 10 dollar gift as an excuse to buy something that is more than 10 dollars. Boom. Sony just made money.
Gamefaqs has taught us that academic fields like literature don't exist because of teenagers that say "well that's just your opinion and I disagree."

Plus downloading a game is almost free for PSN at the margins. They've already got the network, servers, software, games, download service, store, payment arrangements, corporation, accounting department, human resources department, janitorial services, etc.

All that overhead doesn't change a bit if they give away $10 PSN credit to everyone. Perhaps a bit more electrical and bandwidth charges, but that's what it's there for.

If you want a more sinister approach, maybe they've still got data retention troubles from the hacking last year that took them down for so long. And the best way to clear it up is to contact every member on their working list to give them $, then asking anyone who got left out to contact them and fill out some info.

Kind of like those codes on sodawater or chips you can enter to "win." Mostly there to help them track their shipments and where they're consumed.
